Programme Aim
The aim of this course is to provide course participants with:
· Strategy Development Skills
To develop strategies for significant procurement, including involvement in organisational strategy and operational planning. Organising and managing strategic procurement activities.
· Strategic Negotiation Skills
To improve the strategic communication and negotiation skills, including the management of commercial and legal considerations in negotiations, bargaining and conflict resolution processes.
· Strategic Contract Management Skills
To develop the capacity to manage strategic supply, services and consultancy contracts, and conduct advanced offer evaluations.
Learning Outcomes
By the end of the programme participants will be able to:
· Develop and implement strategic procurement plans
· Integrate procurement plans in corporate strategic and financial planning

· Organising and managing procurement activities

Based on the above, UNDP/PSO suggests a 5-day course with the following programme:
DAY 1 Programme: Strategy Development Skills
• Key components of strategic procurement planning
• How is risk addressed at the strategic planning stage
• How are contingency plans developed
• How is procurement planning integrated with corporate strategic planning
• How to gain organisational support for significant procurement
• How is a significant procurement business case developed
DAY 2 Programme: Strategy Implementation Skills
· Key activities involved in significant procurement
· How to implement significant procurement strategies
· Cost analysis and financial planning
· Options for organising procurement and supply activities
· Centralised versus decentralised procurement organisation
· Methods for appraising and controlling procurement performance
· Indicators of organisational effectiveness
DAY 3 Programme: Strategic Procurement Negotiations
• Commercial and legal considerations in negotiations
• What strategies should a buyer adopt for successful negotiations
• The use of power and persuasion in the negotiation process
• How to persuade the other party to my point of view in a negotiation
• Conflict and deadlock resolution Process in Procurement Negotiation
• Why do conflicts occur and how do we behave in conflicts
• How to effectively manage disharmony and conflicts
DAY 4 Programme: Execute Strategic Negotiations
• Key elements to consider when opening negotiations
• When marking and offer what points should you keep in mind
• What are good practises for dealing with a negotiation bully?
• Techniques to break deadlocks in procurement negotiations
• Effective ways to close a negotiation
• Using winning strategies and overcoming negotiation strategies
• How to make team negotiations and teak roles work
DAY 5 Programme: Strategic Contract Management
• Contract management objectives and risks
• The contract management cycle and characteristics of successful contracts
• Scope and objectives of major supply contracts
• Administration and management of major contracts
• How to manage strategic services and consultancy contracts
• Divesting strategic assets
Exams and Assessments
During and after the course students can decide to pass three exams:
· One in-class multiple choice questionnaire (MCQ) consisting of 100 multiple choice questions of which 80% have to be answered correctly in 2 hours. The assessment will test the student’s knowledge and understanding of the syllabus.
· One in-class workbook assessment (IWA), consisting of approximately 30 short exercises to be completed during the course. The course tutor will correct all exercises before the end of the class-room training and all students successfully passing the MCQ and In-Class Workbook test will qualify to proceed to the Work Based Assessment:
· A Work-Based Assessment (WBA) where students are given 8 weeks to complete a written essay (maximum 3000 words) to demonstrate their knowledge and understanding of the syllabus and how this can be applied in a work-related context.
Successful completion of the two in-class assessments (MCQ & IWA) and the work-based assessment (WBA) will provide the students with a dual UNDP/CIPS Accredited Level 4 “Strategic Diploma in Purchasing and Supply”.
Course Fee: $2175 USD per participant
Participants are responsible for cost of own airfare and hotel accommodations.
